Many jurisdiction if they don't already have tight regulation are making them tighter and tighter. For many different reason, not limited to impersonators, annoying "wannabees", misuse, governments have been getting more and more complaints. One of the most sticking and persuasive argument is the fact that some rapists have used flashing lights (including amber lights) as a tool to pull over their victims. In many, many city jurisdictions expect to have officers be very suspicious of you if you have lights and are not a 'typical' user or have some sort of permit. I'm sure Illinois is no exception to this. I would be curious as to when latest revision was done to the law text posted.

It's all about assisting the public for me. I don't need lighting.

In Ohio Blue is Law Enforcement, Fire use Red, Vollunteers can run red lights in Ohio. The one/ones you saw might have bought their light bars used and never changed the lenses. Or perhaps they are also reserve police officers, we have several in my county that are both law enforcement and vollunteer firefighters.

Blue light is volunteer fire and volunteer EMS here in PA. Red light and siren if you are a chief or assistant chief. I have seen some fire police that run red and blue with siren like the cops. I have blue light on my vehicle. I'm volunteer fire but also run as IRP for the ambulance when I am not on duty.
